Research That Informs Practice.
The Starlings Institute connects research, policy analysis, and Human Systems Architecture with the practical work of strengthening communities. The Foundation leads implementation and program delivery; the Institute supports research, systems design, and evaluation.
Our areas of inquiry include education, disability and transition, workforce opportunity, community stability, aquatic safety, and reentry systems. Publications and practical resources help readers examine how systems work and where they can improve.
Accountability means listening, measuring, learning, and adjusting. We distinguish research frameworks from validated findings and proposed programs from operating services. We do not present unverified outcomes as established impact.
